Meaning
Operational boundaries define the types of financial transfers, institution categories and settlement volumes processed through the Federal Reserve’s real-time payment system. This framework determines which domestic banking entities can initiate or receive instant transactions under the service’s rules. The fednow clearing scope is limited to domestic, multi-party payments executed between participating financial institutions within the United States.
It does not extend to cross-border transactions or payments involving non-bank financial intermediaries that do not hold central bank accounts.
Transaction Limit
Regulatory bodies impose a maximum dollar value on individual transfers to manage risk and prevent large-scale fraud or liquidity drains during systemic stress. This limit applies to all transactions processed through the platform, though participating banks can choose to set lower limits for their own customers. Under the current fednow clearing scope, the maximum amount is set to prevent high-value corporate treasury payments from dominating the system.
This cap is reviewed periodically to ensure it meets the needs of retail and small business users.
Settlement Time
Payments are processed and settled individually on a continuous, round-the-clock basis every day of the year. This ensures that the recipient has immediate access to the funds and that settlement is final and irrevocable. The fednow clearing scope ensures that this speed is maintained across all participating banks regardless of their size or location.
Participant Requirement
Financial institutions must hold a master account at a Federal Reserve Bank and implement the required technical protocols to connect to the network. This ensures that all transactions are backed by central bank reserves and that the system remains secure. The fednow clearing scope includes both large national banks and small community credit unions that meet these technical and financial standards.
This broad participation is necessary to create a truly national instant payment network.
