Meaning
Judicial order issued by a superior court commands a government official or a public authority to perform a specific duty that they are legally bound to do. A writ of mandamus is often sought when a tax refund is approved but the treasury refuses to release the funds.
It does not tell the official how to decide, only that they must make a decision or perform a clerical task.

The petitioner must prove they have a clear legal right to the performance of the act. Before asking for a writ of mandamus, the company must show that it made a formal demand to the authority and was ignored. The court will not intervene if the matter is still within the discretion of the officer.

If a building permit is held up for years without a stated reason, the writ of mandamus compels the planning office to issue a final yes or no.
