Meaning
Financial security provided to customs to guarantee that taxes and duties will be paid if imported goods are not re-exported. A temporary admission bond is typically used for items like exhibition equipment and commercial samples. It allows the movement of goods without immediate tax payment.
Liability Guarantee
Cash deposit or bank guarantee protects the government from the loss of tax revenue. Under a temporary admission bond the importer commits to a specific exit date for the cargo. The value of the bond usually equals the total potential duty plus a percentage for penalties.
This ensures that the state can recover funds if the importer fails to comply.
Import Procedure
Formal documentation and inspection are required to set up the guarantee at the border. The temporary admission bond is registered with the customs manifest when the goods arrive. Each item must be clearly listed and described to allow for later identification.
Customs officers may apply seals or marks to the goods to prevent substitution while they are in the country.
Release Condition
Proof of departure is the only way to cancel the financial obligation. The temporary admission bond is released only after a re-export declaration is processed and the goods are verified as leaving the territory. Any missing items from the original list result in a partial forfeiture of the bond.
Once the exit is confirmed the bank guarantee is cancelled or the cash deposit is returned to the owner.
